According to Vista Net, Inc., critical infrastructure operators in water and power sectors face a specific vulnerability: ransomware attacks that target backup systems alongside primary networks. The firm identifies air-gapped backups of SCADA configurations, PLC programs, and critical operational data as essential defense.

Why this matters: Modern ransomware doesn't stop at encrypting active systems—it seeks to disable recovery pathways. If backups aren't physically isolated or stored as immutable copies, attackers can corrupt the tools utilities depend on to restore service. A water utility without accessible SCADA backups may be forced into manual valve operations for days or weeks. A power facility without PLC golden images cannot rapidly restore automated control of generation or distribution.

Vista Net's advisory suggests operators should:

— Document and test incident response and disaster recovery playbooks before crisis hits — Store offline copies of golden-config images for firewalls and network infrastructure — Maintain OT-specific procedures for manual pump operations, manual valve control, and vendor emergency contacts—accessible without networked systems

This isn't theoretical. Infrastructure operators have publicly reported ransomware incidents targeting backup systems in recent years. The vulnerability is known. The defensive measure—air-gapping and immutability—is proven. Execution remains inconsistent.

What to watch: Utilities reporting successful recovery from ransomware may signal whether offline backups are becoming standard practice. Conversely, incidents where recovery extended beyond 48-72 hours could indicate backup compromise. Public regulatory filings or incident disclosures often reveal whether critical infrastructure tested playbooks before deployment—a leading indicator of readiness.

For individual preparedness: If you depend on municipal water or power, backup your own critical digital records (medical, financial, emergency contacts) on immutable or physically isolated storage. Utilities are moving toward resilience, but the timeline is uneven.
